The destination after Walton must be taken from Walton’s own booking and release transaction. A person might leave to the community, return to Bay County, enter Florida Department of Corrections custody after a state sentence, or transfer to another authority. BCSO’s record proves what Bay reported at its end of the chain. It cannot substitute for the later Walton event. Keep both dates, both booking identifiers, and each receiving agency distinct.
A Bay court order may still govern the underlying criminal case while Walton supplies the physical bed. Walton’s inquiry includes custody-oriented fields such as booking number and an in-custody indicator. A current hit can support present Walton custody. It is not a recent-release archive. When the name is absent or the indicator changes, request the historical Walton booking and release record rather than declaring a community release.

Walton Jail Overflow Evidence
The evidence connecting Bay detainees to Walton County Jail comes from a Bay jail PREA audit issued in 2022. It reported that Bay County had contracted with Walton County to house up to 120 Bay detainees. That statement establishes a historical overflow relationship. It does not prove that the contract remains active in 2026, that beds are presently used, or that a person missing from Bay’s roster is in Walton.
The date and limit belong in any accurate explanation because they prevent an old institutional fact from becoming a current claim. Operational arrangements can change. BCSO’s current receiving-agency field, a direct jail confirmation, or a Walton booking is needed for a present person. The audit is a reason to ask about Walton, not proof of placement.
PREA audits assess confinement conditions and compliance at a point in time. They are not live bed-assignment systems. The 2022 audit can support the statement that an overflow contract existed then, but it cannot establish today’s capacity, transport schedule, contract terms, or roster. Even a current overflow agreement would still not prove placement for one person. That requires a matched Bay transfer record and a Walton admission. If the two records do not align, ask both custodians to check identifiers and timestamps before drawing a conclusion. Preserve both written responses with the booking records.
Walton Jail Release Record
A useful Walton release record is attached to a specific Walton booking. Ask for the booking number, admission date and time, release or transfer date and time, release code with its definition, charges and case numbers, bond details, holds or detainers, and the receiving agency if the person moved again. Then reconcile that record with the Bay transaction. The Bay departure time should precede or align with the Walton arrival. Names can vary through middle names, suffixes, and aliases, so identifiers matter. The court docket may show the order that authorized bond, recognizance, sentence, or transfer, but it may not show the exact physical checkout from either jail.
Florida’s public-records framework allows inspection and copying of nonexempt agency records, but it does not require a custodian to create a new explanation or combine two counties’ files. Phrase the request around records that should already exist. Ask Walton for its booking and release transaction, and ask Bay for its departure and receiving-agency entry. Request code definitions when a field is abbreviated. Also ask for an itemized estimate before costs are incurred. Separate requests make the chain easier to audit and reduce the risk that a response about current custody will be mistaken for a historical release record.

Walton Release or FDC Transfer
A sentenced person can leave Walton County Jail for FDC. That is not a release from correctional custody. Search the FDC Inmate Population database by name or six-character DC number when the judgment or Walton record identifies a state-prison commitment. Read current status, current location, incarceration history, and sentence fields together.
Only a later FDC release record documents departure from state prison. FDC separates Inmate Population, Inmate Release, and Supervised Population searches. Someone can be released from secure prison and still be active on state supervision. Conversely, a county-only sentence may never appear in FDC at all. The agency that holds the person controls the next reliable record.

Walton Release and ICE Handoffs
Bay County Jail signed a documented ICE Warrant Service Officer agreement in 2019. That history does not prove present Bay participation, does not establish a Walton County practice, and does not show an ICE handoff for any person. If BCSO or Walton records identify ICE as the receiving agency, the county departure ends one custody layer and begins another.
Use ICE’s locator only after an immigration path is supported by a detainer or receiving-agency clue. Keep a county release timestamp separate from any later ICE release. A current county no-result, the 2019 agreement, and the 2022 Walton overflow audit are all context. None is enough to prove present community release.
